here is a more modern translation:

New American Standard Bible
"He who is faithful in a very little thing is faithful also in much; and he who is unrighteous in a very little thing is unrighteous also in much."

In other words, if he is dishonest in his personal & business dealings, you can expect him to be, basically, the same in his dealings as President.
