I don't have a recipe, and I only make fresh salsa, or salsa cruda. If I don't want a lot of heat, I use roasted sweet bell peppers to add to the pepper flavor. I usually use 2-3 jalepenos per large tomato, chopped onion, lime juice, and "enough" cilantro, however much that is. Fresh garlic tends to make salsa sweet and take the heat out. And I hate cumin in anything.
