13. I do not recommend lifetime bans from the Labour Party and recommend time limits on the bringing of disciplinary charges.

The other thing is that no incidence of racist/anti-Semitic behaviour that predates the acceptance of this report can be brought to the attention of Labour's NEC for disciplinary action.
