Dave, I would have thought that low earners would pay a much lower percentage.
The basic costs of living:
Rent/mortgage: Exempt from VAT
Basic foodstuffs: Zero rated
Public transport: Zero rated

The percentage they spend on 'luxuries' (Beer, tobacco etc.) is their own choice. But the basics of life are VAT free.
