By law it would take 14 of the 22 member* Trump cabinet PLUS VP Pense to declare Donald unstable. That is too slow a process to enact the 25th Amendment when a launch takes 5 to 15 minutes via the mobile 'football' and secure phone line. It would take only 10 people in the Trump cabinet to guarantee the 25th Amendment would fail even if there was time to cancel a launch. People like Linda DeVos, Ben Carson, Rick Perry, Steve Mnuchin, Tom Price, Pompeo.
