Joe, the links to threads work without the / as long as the file where the link is typed in is in the same folder as the thread.cfm.
Otherwise, you would need one /.

The rules for the slashes is:
two slashes: global link (to anywhere)
one slash: relative to server root (i.e. on the same server as the current file)
no slash: relative to current file
