And yet I know intelligent journeymen with substantial skin grafts from 'stuff that happened' and have seen with my own eyes how an extremely intelligent engineer tests for voltage with his Simpson (Multimeter) set on 'current' hence no resistance in the test circuit. Safety is built into the Simpson, it has a resistor in the circuit, so, one blown resistor instead of a melted multimeter, and not only that safety built into the device, also a spare resistor. Engineer replaces the resistor, then totally repeats the error and blows the second resistor!

So I believe in all the things you say, and multiple levels of protection besides.
