The problem with the property of distributed blame is that most people run it from the inside out, taking that native sense of responsibility and projecting it onto their versions of all the kewpie dolls in the environment. This leaves them not responsible because the responsibility has all been passed around to the doctors, stars, athletes, neighbors, younger folks, older folks, off-color folks, Protestants and Lunarians around them. Makes for a funny kind of mindset which gravitates toward rigid solutions such as sitting in front of evil boxes in the living room having their brains sucked out.
