I think their policy was blaming things on the EU. That includes some immigration matters, and some matters of inflexibility over trade.
Even if immigration was the core matter, the complaints were not against 'immigration', but against 'uncontrolled immigration'. That is a distinction which many remainers refuse to acknowledge.
