Clinton did starve the military budget. Ask any regular soldier in the army and he/she will tell you that many of the posts have substandard barracks that would be condemned by civilian standards, and some of their training equipment is old and decrepit and they waste time repairing it and keeping it running. At least this is what my good friend the Sgt, who is now in his 15th year of service, has told me, and I've never known him to be a liar. A lot of veterans resigned, or didn't re-enlist during the Clinton administration, and recruiting numbers were WAY down in all branches of service.
