In New Jersey and many [I don't know whether it's all] other states, the requirement is that if your wipers are on, your lights are on. visibility is the issue. That said, I have noticed that the number of people driving with lights on in daylight is increasing. I have also noticed that many people neglect to turn their lights on in damp conditions.
