In the States the states do the driving regulations. For motorcycles in many if not all U.S. states it has been required for over a generation to have headlight and taillight on.

For cars, in some states and in particular Alaska, cars are required to shine their headlights at all times for many highways. It is a good idea for the most part with the odd positions and shadows that can occur throughout the long days, and of course for the long darknesses of winter and also for dusty conditions at all times of year.

I'll bet Canada has similar rules.
