The Wiki on Kdenlive suggests that it is available for Windows but not which versions. This link
suggests Windows Movie Maker, amongst others. and gives links to download.
There is another I've used called Open Shot but I found Kdenlive gave more details visually of the audio track so it was easier to position the images.
