If it's your own computer, you are! The message probably means that the computer is not configured to link your email reader with your browser.

To advise we'd need to know much more about the computer - what version of Windows (if it is windows), what browser you use (Internet Exporer?), and what program you use to read email (the browser?, Outlook?). Better to get someone local to help.
