I'm not sure exactly what you are proposing Iains if you are not suggesting a cull
It seems to me that we have a problem with how we regard our planet - suggesting that people should be kept poor (is that not what you are doing?) is typical of how the wealthy west regards the rest of the world
Your alternative appears to be victimise them and do nothing
The report in details deals with all aspects of misuse of energy - centring on the poor is not unlike suggesting that Grenfell Tower refugees should be left homeless to protect the sanctity of private property (wonder where that came from)
The answer lies with reforming society, not protecting the status quo
