Donuel, sometimes bystanders do cooperate to help a stranger, such as when someone is pulled from a burning car, or when dozens of people all work together to lift a car or even a bus to free someone trapped underneath. Maybe the difference is that they don't expect the car or bus to suddenly turn on them, as might be the case when one person is being attacked by another.
