I just looked what the International Folk Music Council was up to in 1954. Their guidelines weren't published that year, but the contents page of their journal shows what they were interested in. You don't hear a lot of this in British folk clubs, do you? (Probably every single one of the ethnic groups covered has an immigrant community in some British city, so you have to ask why not).
