Hi Laurel-yes, promotion is half the budget these days and to get a high quality recording with excellent musicians, plus a producer who is extremely talented and also an arranger of the songs costs $$$$$ (yes, that is FIVE of those puppies). I can only speak for myself, but when I have invested that kind of money into a project, the results were clearly at a level that not only made me proud but gave me a career boost as well.
