According to the Independent "Senior Tories are considering changing *party rules* to stop Boris Johnson facing a no-confidence vote within the first year of being prime minister, by preventing a vote of no-confidence in the leader being called until they had been in office for at least 12 months."

The Conservative party can introduce any party rule changes it likes. A confidence vote in Parliament is about whether the PM is able to command a majority of the House or not, and is typically called by the opposition. It is not under the control of the Tory party.
