This would appear to be a peculiarly US Forces thing, as I recall we were taught to march and drill purely to the sound of the command with total silence in the ranks.

Just as a point of clarification for said GUEST - There are no British Army Royal Marine Commandos as the Royal Marines are part, and always have been part of the Royal Navy.
