I'm another who has never heard it but I'm pretty sure it's not by Jack Eaglesham either.

Just an idea but could be Carl McDougall? He's obviously written poetry and songs around similar topics. I recall he once had me and the rest of the audience in stitches with a long poem about an overheard conversation at a housing office.
