It will always be a case of plan for the worst and hope for the best, and like any security issue Joe Public will be kept largely in the Dark. To put everyone infected in isolation can only work when numbers are limited. What do you do when numbers get out of control? Only Mormons and preppers can isolate themselves, the rest need feeding.
