There are mission statements, policy, then there is the way things are done. I have personally seen the dozens of moving parts involved in allowing police to get away with murder. Start with the police car. I have found and seen the 'throw down weapons' the police use when they kill an unarmed man, woman or child to establish provocation and self defense.
