An interest search seems to suggest that, along with World Taekwondo Federation, WTF means 'Wasn't That Funny' - though I am not sure if it is meant as an exclamation at how funny something was, or a shortened version of 'It wasn't all that funny'. Either way, I have been assuming it stood for something else entirely.
