It's part of a military type of triage, because in wartime, resources are limited. The "expectant" triage category, which doesn't typically exist in "normal life", is when a patient is expected to die without heroic intervention. They're dealing with reality, which sucks. Look to all those "we don't believe Covid is real", or "we're tired of wearing masks and distancing" people for the reasons.
