Most countries treat their capital cities the same way as other cities so far as representation is concerned. No-one would suggest that the inhabitants of London, Paris, Berlin or Rome would have their political representation curtailed.

It's pretty evident the block on statehood for Washington is based on that being seen by one party as disadvantageous - that is essentially corrupt.

It'd be easy enough to give special status to the actual government buildings.
