I reckon that if 140 euro is out of your price range, you cannot be planning a seriously commercial CD? In my experience, sensible songwriters would quite happily give permission for use of a song on an issue of 500 or less.

A publishing company might not be so generous, but IF you are in USA or outside the jurisdiction of the UK, I'd just go ahead and do it.
