I saw someone like that in 'bucks pre-Covid and I was assured he was packing (had a gun on his person) by someone who also had a gun on his person (in a holster). (There should be a thread about people who carry firearms to coffee shops). I saw no evidence of a weapon, but didn't want to be thought to be staring. Maybe that's a new way to carry - wear a fat suit or portion thereof. It was part of a murder plot in Monk, not the carrying part but the wearing of a fat suit.
