Any costs to local councils for emptying bins of dog waste can be set against the savings to the NHS through the many, many miles of exercise taking by dog owners while walking their pets. I don't see many cat owners out trying to beat the obesity crisis and, I would hazard a guess, even fewer out with their budgies, tropical fish or tortoises.
