I have certainly used Audacity to record internet radio streams while playing them on speakers at the same time - but not using Windows. But from doing it on Linux I can tell you that it will probably not be simple and intuitive and there may be some jargon and non-obvious settings involved. So don't despair if you can't get it to work straight away.
