The point I was making, Steve - the point which you neatly side-stepped - is that, no matter what it’s called, it’s not the Queen who decides who receives what, it’s a committee of senior civil-servants and others, plus the PM, who decide. Whether you believe it or not, that’s the fact of the matter. As you say, she rubber-stamps the list, nothing more.
