A finger gesture that I am familiar with is forming the first finger and thumb into a circle with the rest of the fingers open and slightly curved, to express "top notch" for something performed really well. The open palm faces the recipient and extra emphasis can be be given by moving the hand slightly backwards and forwards. This could easily be seen as a euphemism for masturbation or some other sexual act.
