No one is saying victims and/or losers don't write their stories, but alas, the accepted party line is usually that of the victors if they remain in power.
The fact that the South lost the Civil War yet their party line that it wasn't about slavery prevailed for over 100 years is an illustration of losers still controlling the story. But in general, it takes paradigm shifts to move some of the things we think we know about past events, which is the point when reasoned voices make the case often enough to change minds.
