I can believe that some cheap computer USB CD/DVD drives are unable to play Audio CDs but I'm pretty sure it's not a licensing issue. More likely they just left out the ability to decode CDDA tracks into PCM (wav) files for the computer's media player to play - because that's not what it was designed for.
