Hmmm, now that is extremely odd....I looked in the Microsoft Knowledge base and I didn't find anything pertaining to your issue... what operating system do you have? Do you have the software that Outlook is on? If so you might need to uninstall it completely and then reinstall it.....About the POP3 port it might be 110....or if you are talking about the server name you would have to look at the documentation or call your help desk.....
You might also in the end have to call Microsoft....(425) 635-7031....but I would suggest calling your help desk first....
