I would interpret the statement “Iowa voters think…” to mean “[A majority of] Iowa voters think…]. Seems fairly common sense to me.

A majority of Iowa voters weren't polled. Only a fraction of GOP voters. That is a small subset of Iowa voters, and I have a couple of friends up there who would be quick to tell you that no one asked them what they thought.
