Lockwood's Wikipedia entry notes that he came to dislike being called "Robert Jr." and repeatedly complained about it in his later years. (I recall such an objection in an interview I read.) Blues historians and journalists of recent decades call him Robert Lockwood Jr. I think the issue is settled.
