Here in the states we call those Tap Pants. I don't know why. Boy, you learn something new every day!

I thought Frenck knickers might be sort of like 19th century women's drawers wherein there is no crotch. They are very handy when you have to back your big dress into a 21st century portajohn or other facility at a reenactment. ;-)
