SRS, the reason I am confused is that "Trump plans [or seeks] to install at the RNC" certain people who are loyal to him, so planning to or seeking to do it implies it is not done yet, but the implication seems to be that it will happen, or that it has already happened,i.e. it is already a fait accompli.
