A "dissenting opinion" is a dissent. A "concurring opinion" concurs but questions some of the details.

The decision was indeed unanimous, 9-0. The issue addressed in the opinion by the liberals is why Congress alone (and not a federal judge) can declare a national candidate disqualified.

I can think of a reason, but I'm not a lawyer, so I'll keep it to myself.
