Utube comment section says that is not Lord Tanamo. It's the Treasure Island label's founder and Tanamo's producer Arthur “Duke” Reid. I'd have to agree.

I'm also hearing two voices in the chorus so, given the above, I'd go with Dotty & Bonny (Bonnie Frankson & Dorothy Reid) just by the sounds of it.
