Outlawing diversity in the USA by Executive Order is ephemeral and reversible compared to Congressional law. Besides it is not something that ceases to exist by command.
As for the cabinet and agency heads picked by Trump, most of them are not based on merit while DEI is. Meanwhile, financial segregation is now the law of the land.
