Harland Sitting obviously refers to a magistrates court so the place itself must have been reasonably substantial to have such an institution. 'Kaiser' may have been the nickname of a local keeper or lawman, for obvious reasons. We have a Harland Rise in Cottingham, East Yorkshire which I think is named after the local printer John Harland who moved to Lancashire and produced Lancashire Ballads with Wilkinson.
