It is my understanding that the Bolton investigation started before this Trump administration, and the way it was prepared and the regular court (not one of Trump's pals putting on a Prosecutor hat). This was Bolton's mistake, coming back to bite him in the ass.

If you've listened to the reporting by reasonable news outlets, you will have learned that he apparently wrote up activities in a Word document then emailed it to a couple of people with no security clearance. As a regular thing. What a boneheaded goof for someone at his level. (If he was making notes for himself for a future book and sent the notes to a fake self to retain them offsite it still is a stupid thing to do.)
