I doubt it.
The military may have rules of engagement, but enforcement is as rare as the Nuremberg trials.
When we would bomb marriage parties supposedly by mistake, no one was ever held accountable. When we bombed non military targets, burn orders were simply made to cover up. Some were so huge like Dresden, it was too big to hide. But still accountability was lost. It has been established that innocent civilians are merely collateral damage.

The Geneva Convention is but a wishful humane decoration.
