A lack of intelligence isn't an indicator of inability to get elected. (To serve effectively in office is an entirely different question: See Ronald Reagan, both Bushes, and Dan Quayle, topped off with Trump twice.) Being smart and efficient seems to be a liability when it's the delivery of one-liners that gets people elected.
