Sandman: regardless of income tax, every person regardless of income, pays tax on what they buy,
VAT (Value added tax) was a replacement for 'luxury tax'. The idea is that you only pay 'purchase tax' on the purchase of 'luxury goods/services'. Basic foodstuffs are zero-rated for VAT
