Spinning sheep fleece is easier when it has a it's natural oil AKA lanolin. It helps the fibres stay together. I've never spun a Herdwick's fleece but they feel relatively wiry and I would want oil on to help. I don't think tary is refering to the lanolin.
If you are considering spinning fleece with it's lanolin it's worth cold rinsing the muck off first though
