For a former President (and a former Secretary of state) to defy a Congressional subpoena is no small matter.
In theory, they could be charged, indicted, tried, and sent to prison.
That's what happened to Trumpster Peter Navarro.
Of course, the Clintons could always be pardoned by the sitting President....
