From Mudcat collection of jump-rope rhymes:

On the mountain stands a lady.
Who she is, I don't know.
All she wants is gold and silver.
All she wants is ice cream cones.
So jump in, my darling.
So jump out, my baby.

There's a scene in the 1949 film noir "Mr. Soft Touch" in which three little girls are playing jump rope. They sing the following:

On the [inaudible, possibly followed by "there"] stands a lady,
Who she is, I do not know.
All she wants is gold and silver,
All she wears is a crown of snow.

I don't find anything else similar on line.

"Ice cream cone" is clearly (to me, anyway) a rationalization of "crown of snow," a phrase often applied to snow-capped peaks.

A "lady" wearing only a "crown of snow" is quite an image.
